Double ignition on older fire engines is not that unusual. A friend had a couple of Dennis appliances of similar age and style and they also had two plugs, distributor and magneto. I seem to recall that only one system was normally used at any given time but would have thought that would have caused the other plug to soot up so may be mistaken.
They used to be looked after ny some of the local retained firemen who once had the embarrassment of calling out their colleagues when one of the engines blew back through the carburettor and caught fire.
. Fortunately little damage was caused.
