They are attached by chain to the side of the box, and act as a brake, the wheels travelling down a hill sliding on the slipper which grips the road better. Most drums which were converted to pump ups, lost these, mine has, I have the chains but no slippers.

You should only need one slipper Andrew; that's what your machine would have been supplied with.

If there are chains each side, they might be a pair of check-chains to lock the front axle when manoeuvring the machine.

A length of tow chain may also have been present for off-set hauling when use of the draw bar would have been difficult (such as a narrow gateway).

Slippers do pop up on ebay from time to time.
