It is Fowler 9009. According to the TER she was new to Angola as a Road Locomotive, repatriated in 2004 and rebuilt as a showman's. Owned by the Whitwell family who purchased her in a derelict state with 70% missing.

Fowler 9009 came to England just boiler and motion.... the owner has made new wheels tender. tanks and the restoration is ongoing.
