Abe is very useful - as is the USA especially for older books. I think what may have happened is that in Victorian times there were relatively few American books on the subject so most people got UK text books - but now because they weren't published in the USA the Americans don't seem to be particularly keen on getting them.
Another tip for anyone interested in steam carriages is that rather than trying to get hold of the UK select committee report and hearing try and go for a copy that was reprinted for the American Senate it is the same content but a lot cheaper generally.
