The hydraulic lifter/cutting speed controller is mechanical and driven off of a cam mounted on the crankshaft.

Changing the motor would be easy. However you might want to start thinking about investing in a 5hp static phase converter as you might find other 3 phase machines come up and you won't have to swap out the motor and the DOL starters. Older machines with original copper-rich motors run very well on static converters because they tolerate the phase imbalance far better than most modern motors which have the absolute minimum of copper.
