According to notes posted with the engine, it was sold to the government of the Dutch East Indies but was very soon returned to the manufacturers.

At the time it was exported, 1930, the sugar industry in Java (the main export earner) was peaking and no doubt government revenues were good.

However, within a few years it was in deep depression and no doubt money was in short supply

I don't know how many Fowlers went to Java, but one survives 'preserved' in poor condition at Sumberharjo sugar mill, its identity is not known:

The driver was quite clear that it would not be repainted and would be left in its current condition which is essentially as it finished its working days, save for various repairs needed to get it running safely.

Quite rightly so, there are few engines out there like this.
